Follow these steps to launch a new clean game - https://answers.ea.com/t5/Technical-Issues-Mac/READ-FIRST-Sims-4-Mac-Help-Guides-and-Troubleshooting/m-p/4612394#M163
Does it still happen with none of your current user data in the new Sims 4 folder?

@Bluebellflora I have tried every step listed and unfortunately the problem is still occurring. Also, I can't complete a repair of the game because the same "Verifying The Sims 4" issue happens and the repair cancels right when it is almost complete.

I linked to the post explaining how to create a completely new clean game by moving/renaming the Sims 4 folder, it's only one thing to try. Did you try that?
For EA App issues such as updating and repairing the game you need to post in the EA App Mac forum - https://answers.ea.com/t5/Technical-Issues-Mac/bd-p/ea-app-technical-issues-mac-en - Bluebellflora7 months agoHero+@penguinjamboree
You also mention "The EA App has full disk access, so it's not that either" but the game needs access too, not just EA App. Or at least, the game needs access to your Documents folder and removable volumes if you have the game installed on an external drive or a symlink to the EA/TS4 folder on an external drive.- 7 months ago
This was the problem! I gave full access to the game itself and now it is launching. Thank you so much.
