I know this is super old but I'm having the same issue. I've tried deleting the Options.ini file (and emptying my trash can) multiple times but nothings working. I'm on a Macbook Pro if that helps at all. if anybody has any suggestions they would be much appreciated but I'm not the best with computers so if you could make any instructions quite simple that would be REALLY helpful haha
@hbox36012 The first thing to try is to turn off Origin in-game: Hover over your username in Origin and select Application Settings to see the tab.
If you still can't launch the game, drag your entire TS4 game folder out of Documents and onto your desktop. When (if) it launches, a clean folder will spawn with no content. If you can start a new save in this folder—no need to spend time on it; this is just for testing—you can move the contents of your Saves and Tray folders from the old game folder to the new one.

I followed all the steps and I'm still just getting a tiny little window at the bottom of my screen during the main menu, thanks for your suggestions though

@hbox36012 Could you post your mac's specs here? Also, please post the packs you have installed. (This may be relevant for someone else who steps in when I run out of ideas, which could be any minute now.)
Do you happen to have any screen or video capture apps running alongside the game? One of these could be messing with your settings.
One other possibility that occurred to me is that the game is reading another game folder somewhere, which is why trashing your options file didn't change anything. One common place for wayward folders to land is iCloud drive; try turning it off at least temporarily. Then launch your game again, quit, delete options, and see if it makes a difference. I'm not sure where else a game folder would land, but you might have a look around.

I am having the same problem. tried everything, nothing works. is EA and Origin a scam?

Did you manage to get playing properly again? Toggling fullscreen and windowed mode can help. Hold down CTRL, CMD and the F key to do this.
