Sims Won't Complete Task but Task still queues

Can you be more specific about what computer cache you were trying to clear? It's rarely necessary to clear macOS system cache and not really recommended.

You say you did a factory reset, did you wipe and reinstall the OS? 

You also say you created a new Sims 4 folder, what user data from your old Sims 4 folder did you move into the new Sims 4 folder?
