The Apple Dock pops up when I hover my mouse to the bottom of the screen

    This is normal behaviour and not a bug. If you play in full screen mode the Dock will not pop up when you move your cursor to the bottom of the screen.

This is old so I doubt anything will be done but I"m having the same problem too. I'm taking practice tests for an exam and can't advance to the next question (the next button is located at the bottom right of the screen) without using hotkeys because the dock keeps popping up. Even when I place the dock on the left side of the screen, it will still pop up when I go to the bottom right. This is really really really annoying.
