I have tried to restart my game, deleted the origin app, and the sims app as well. But whenever i try to pull it up it says that its unable to start, and that my app is already running with some code. Im not sure what to do.

Hi, today I tried to create a whole new account with new email and everything. Once the download was finished i clicked play to access the game. the exact same error popped up. When i went into my settings i tried to see if sims was an allowed app in my files and folders (refer to image attached). Is my computer now allowing it?

I hope you didn't go through all of that to try and solve this issue, it's not necessary.
There is no Sims 4 in your screenshot under Files and Folders so no, the game doesn't have access to the Documents folder which is why you are experiencing this issue. Is the game showing in Privacy & Security > Full DIsk Access ?
Create a new Administrator account on your Mac and then, when prompted on first launching the game, allow access to the Documents folder. If you need help creating the Administrator account read Apple's guide here https://support.apple.com/en-gb/guide/mac-help/mchl3e281fc9/mac

Hi, it worked with the new account.. but unfortunately it does not have my progress. Is there any way i can restore what i had?? If not its totally fine, thank you so much for your help.
