11FPS on RX 580 8GB
My machine gets 11FPS while my Sim is simply standing in the kitchen.
I\m going to wipe and reinstall for the 2nd time but I’m sure there is no use
I even ordered 16 more GB of ram because of this issue.

You may wish to ensure your monitor is connected to your video card and not your motherboards' video output.

I have the same problem with my RX 580. The game will run at a sweet 60 FPS for a while and then randomly dip down to the ~10 FPS range and I cannot for the life of me figure out why. Were you ever able to find a solution?
@TheSammy58 The thread is old, so I'm taking the liberty of answering instead of the OP. I'm not sure it has to do with your computer, it might be the game as well. Here is one active bug report, but there are often issues reported with fps drop

I have the issue stated in this thread sometimes, and sometimes just when sim are not doing anything in particular and I'm not in and out of build mode. Reloading the game usually fixes it, and a quick fix is to load the menu/game settings optiions for a couple of seconds, which also sometimes can make the drop-behaviour go away.
Please create a DxDiag in text file format and post it with your next reply. You can do that with the "Choose file" button at the bottom right corner of the reply window.

There are many errors of the Radeonsoftware.exe in your DxDiag, that is the main driver software for your GPU.
@TheSammy58 Your 16Gb of main memory of which 8Gb is shared with the video frame buffer leaving 8Gb for the game to run in. When the operating system is installed the page file size is determined by the size of the system partition. In your case the page file is 9Gb and it looks to be running out of space.The page file is your virtual memory. pieces of memory get swapped in and out as needed. The page file is located of the system device and in your case you have 99Gb free. The game is not the only thing that uses virtual memory and I think you are running out of swap space. The solution would be to free up some room on the system device. IMO you should at least increase your page file to 15Gb'

The Pagfile is 18744MB big and probably dynamic.
The Video Memory is shared not allocated, meaning it is only used if the 8GB dedicated VRAM of this GPU is maxed out, so the system (and the game) have access to the full 16GB of Physical RAM and the 18GB pagefile.
