Alt Rotate Not Working

I have the Sims 3 camera installed.  The alt rotate function will not work 70% of the time.  It’ll just revert back.  If I want to slightly tilt something, it’ll just revert straight.  I’ve tried using alt and control, doesn't make a difference.  The rotation will only work 30% of the time.  I have to try 10-15 times for the item is actually rotate.  I took a video of it, I was playing one handed so please be gracious.  
I need help with it since I like building.

    izygirl1d  Does your alt key always work in other circumstances?  What about using the other alt key, if your keyboard has two?  And does it help to play in windowed mode, and/or to switch to the Sims 4 camera and back to the Sims 3 camera before starting to build?

    This has sometimes been a bit wonky for me, in that the objects don't always rotate exactly how I'd like them to, but your description is more extreme than I've seen, aside from people who say it doesn't work at all.
