Area of my screen where mouse doesn't work in game

For about 12 months or more i've had an issue in game where a section of my screen is unresponsive to my mouse. When i hover over this area in game the mouse changes from the in game curser to the standard windows curser, and i cannot click on anything. This isnt so bad over the game play areas of the screen because i can move around to reach unreachable areas, but it effects my inventory and other UI windows at times. Most frustratingly since the load up screen changed i can no longer change which save file i am playing in. So far i have been happy playing my existing game file for months on end, but at some point im going to want to start a new game file or play an old save file and wont be able to do so because all the buttons to change them are within the unaccessible area of screen. 

Im not very advanced tech knowledge wise. Im using a samsung desktop replacement laptop, nivida graphics card, intel i processor. Crutially this only appears to be happening in game with the sims. Im not aware of it being an issue in any other games or programmes or whilst using the laptop for general use.

    The advice of hero puzzlezaddict:
    "This is usually related to having notifications enabled in Windows. Although you may not see the notification itself, your computer thinks you're clicking that and not the game. Disable notifications while you're playing and see whether it helps"

    You can also try to change the resolution settings of the screen in the game options. Try the highest first. Try to play in windowed mode. (This can cause the Load Button to move from where Windows these notifications display.)
