Baby sims not appearing in world

My Sim had a baby with another sim who gave birth to the baby on a different lot. I switched over to play that household but the baby was nowhere to be found. When I clicked the baby icon in the corner of the screen the camera veered off to the side (the image attached is where the camera moves to). There is no way to interact with the baby.

I also had another sim adopt a baby on a different lot and the same thing happened, the camera even veered off to the exact same place. 

I've tried removing all mods and it didn't work. 

I've tried uninstalling the game and reinstalling it and the problem still persists. 

If anyone has any idea how to fix this please let me know.
