Baby Whisked Away... what are the chances?

Okay, I have an extended family living in one household. 

Aging is turned on for active household only.

There is (was) a baby who was just about to age up. 

Another family member went on an extended date. 

Upon return to the household, the baby had already been whisked away for its own safety.

What are the chances of adopting the baby back into the family?

Are the chances improved if another relative from another household tries to adopt a baby?

    It's probably too late to retrieve this baby, but for future reference this may help.

    In one of my households the baby was present in 'manage household' but as soon as I selected that household to play the baby was whisked away, leaving only the orange notification of the loss.

    I exited the household without saving and went to manage household. From there I moved the baby to another household. It wasn't whisked away when I went into that household. I was able to age up the baby and ensure all toddler needs were met before transferring the child back to its original home.
