@Nasdrah Okay, try playing in a clean user data folder, just to get a baseline. Move your entire Sims 4 folder out of Documents\Electronic Arts and onto your desktop, and when you launch the game, a clean folder will spawn with no content. Don't add anything to this folder yet; just start a new save and see what framerates you get. Have your sim(s) travel to a few different worlds, just to get an idea of what fps looks like in different places.
If fps is still low, try playing while your laptop is not connected to the internet. You can sign into Origin and put it in offline mode, then disable wifi and/or disconnect the ethernet cable. I'm not suggesting you play like this going forward, but it's another useful test.
