Blank Screen when starting Sims 4

Hi All. Hope someone can help with this. My sims has just stopped working and I’ve tried so many things but all I’m getting is a black screen with the cursor and music playing in the background. I’ve even factory reset my computer and that hasn’t worked. I’ve taken my mods out, repaired the game, downloaded the legacy version (even though I’m 64 bit), cleared origin cache and nothing. I’m completely stumped.

Attached the dxdiag and a screenshot

You should have never downloaded Legacy Edition. This is only for Windows 32-bit system and it has nothing to do with your problem. Now you need to get rid of it. And to get rid of it, you need to reinstall the game.
Before reinstalling move Sims4 folder from Documents to the desktop.

You need new drivers for your graphics card.
Look for this on the HP page. https://support.hp.com/gb-en/drivers/selfservice/HP-ENVY-Phoenix-h9-Desktop-PC-series/5295991/model/5358464

After reinstalling the game and installing new graphics drivers turn off Rivatuner Statistics Server and MSI AfterBurner if you have it and try to launch the game.
If it will work and the new game folder will be created delete in the new game folder following folders: "saves" and Tray. Then copy from the desktop old saves and Tray folders and paste in the new folder.
Check if the game is working with these folders.

@jonathanpe71   Your system device is only 128Gb which I feel is too small for a gaming platform. I think your issue is your computer is running out of system resources. One of these resources is free space on the system device  (C). This is controlled by the operating systems memory management software. The way resources are controlled is very dynamic and as the software is proprietary there is no way to know how it works. Today's large games create many temp files as the game runs and these can be large files. My minimum advice for a gaming computer is to have at least a 500Gb system storage device. I'm guessing when free space gets so low that the operating system will start dedicating space for system programs running in the back ground and other programs as needed (this is my guess). As you are starting to have this issue now, my guess it is not going to get better because of the way operating system work and they tend to bloat. While this configuration may be ok for a student/business computer, it probably won't be ok for a gaming computer. Yes Sims 4 for is a game. Even if you uninstall the LE edition and the game starts working again, as you install expansion packs the issue may return.
