I fixed the issue, it was the game files that got duplicated from moving them from PC to SSD.
I had to clean delete the whole folder of the packs and install it fresh from Steam. It had left over data from a long time ago. Thank you for the help and all.
@strawberry2016 When you say you reset your game, does that mean a factory reset? If so, did you ever test with nothing added to the new Sims 4 folder? That would be the next step if you haven't tried it already.
If that doesn't or didn't help, please let me know what game version you see in the lower-right corner of the Main Menu, where you can choose to load a save or start a new one. The current version is 1.108.335.
Yes,I moved out the whole folder of the sim 4 In my electronic arts folder out and launched the game and no luck. Its still missing key features, but it looks like I got a partial update, since I have the eyelashes category and new hair.

@strawberry2016 I asked around and didn't hear from anyone else who's seen this exact issue. It appears that the language string is corrupt in some way, but in that case, "partner" wouldn't be the only missing word. Still, please repair the game in Steam. The option is something like "Verify integrity of the game files" and used to be under Properties > Local files.
If that doesn't help, please open Delta inside the game's program files, located here by default:
C:\Program Files (x86)\Steam\steamapps\common\The Sims 4\Delta
and delete the Strings_ENG_US.package file, then repair again.
