UtilityofForce Please try building in a new save in a clean user folder. Move the entire Sims 4 folder out of Documents > Electronic Arts and onto your desktop. When you launch the game, a clean folder will spawn with no content. (Your saves and other content will be intact in the folder you've moved but temporarily unread by the game.)
Don't add anything to the new folder yet; just start a new save and build something yourself in one of the base game worlds. Don't download a lot from the Gallery. You don't need to spend that much time on it, just enough to see whether the problem recurs.
If you do have any build issues in the clean folder, please provide a dxdiag. Click Windows key-R, enter dxdiag in the run box, wait for the scan to finish, click "Save all information," and save the file to your desktop. From there, you can attach it to a reply using the paper clip (Attachment) icon included with the other formatting buttons.
Please also let me know whether your user folder is inside OneDrive. You can right-click it (the old one you move, or the new one the game creates) and select Properties > General, then check the Location. Or you can see the location in-game:

It is letting me build above third floor. Man I don't know whether to be happy or annoyed with myself now haha. What's the next step to see how to fix this in my main sims 4 file?
