Can children purchase books?

I've both googled and skimmed the Compiled list of bugs but could not find a post of this particular topic...

Issue & steps taken for the issue to occur

I just bought and downloaded the new Kids Room Stuff Pack (which is AWesome by the way! :D ) and noticed that the children in my household cannot purchase books from either the bookshelf or the computer. I am not 100% sure, but I thought they could before. It seems the options to purchase books have been replaced by the 'Purchase Voidcritter Booster Pack' options when clicking 'Order...' on the computer, and the option has completely disappeared from the bookshelf. As I said, I cannot remember for certain but I though I would ask  🙂

Note: Adults can purchase books as normal from both sources.

The two pictures I have attached show the two children in my household not being able to purchase books from either source.

Where does the bug occur?

Since purchasing the new pack I have only seen this occur in one save game, but I will be happy to test this in a new game if needed.

I used to have mods but I removed them all a while back.

Nope, no specific Patch or change made on my system.
