@BxbyyJxyyyy You should be able to play, provided that the laptop is in good condition overall. The base game may run on low or medium settings; I wouldn't expect the newer expansions (everything from Cats & Dogs forward) to run on anything other than low settings. Stuff packs don't add much to overhead, and neither most game packs, although the newer ones are a bit more demanding.
At any rate, you can buy the base game, and if it doesn't run well or at all, request a refund from EA. Here's the refund policy:

Packs are not eligible for refunds though, so it's best to add them one or two at a time and see how the game runs. When it starts to slow down, you'll know not to add more content.
