Cannot start because missing data

Far from a new issue as I've gathered here. However, I just now downloaded the game fresh from the Origin app onto a new laptop, so my situation seems a little different. There shouldn't be any mods or previous save files or anything to interfere. I've tried using the repair function and just uninstalling/installing again. I've heard this could be a rights issue, in which case I have no idea how to proceed.

Idk. I don't get much free time to game much these days in the first place and it sucks that I can't even open a game I've paid hundreds of dollars for when I actually do have the time.
