Can't access build mode in Tomarang and the worlds after

I had a bug in my game, so I had to start over and rebuild my world. I made it to Tomarang but now build mode won't load in Tomarang. I don't have any CC nor Mods in my game. I don't have any last exceptions. Does anyone know why this is happening and how to fix it?

    BeingAG  Is Build mode working elsewhere in the game?  Can you access live mode in Tomarang?  (For example, send a sim there or try to play sims that already live there.)  And what happens when you try to access Build mode?  If you get an error message, please post a screenshot.
