Can't create folder

    MomGinny  This is usually antivirus-related, so please set an exception in yours for EADesktop.exe.  You may need to clear the EA App's cache as well if you're using that to download (rather than Steam).

    If that alone doesn't help, temporarily disable the antivirus and try again to install the game.  As long as you don't do anything else at the same time, your computer should be safe.

    Once you've reinstalled Sims 4, set exceptions for it as well: TS4_x64, TS4_DX9_x64, and TS4_Launcher_x64; or the entire Bin folder they're in.

    I'm not sure what your browser has to do with this, unless I'm missing something.  Please let me know.
