cant get basegame to start

How often does the bug occur? Every time (100%)
What is your current game version number? I don't know how to look that up.
What expansions, game packs, and stuff packs do you have installed? No mods just basegame, except that I downloaded a few avatars from the Gallery; and attempted (failed0 one "LOT" (VIking Longhouse) I have tried to erase saved gallery content in my Library, but it keeps reappearing.
Steps: How can we find the bug ourselves? "How did I try to find the bug myself"? I tried looking on the site, this and the other one, and on YouTube. I am not tech expert so would need advice for every stage. I tried defragmenting, clearing cache, doing a clean reboot, considering a game erase/ re-install. ...... My problem is that I cannot get INTO the game. I tried erasing Gallery content from my Library, but it keeps reappearing as if I had done nothing.
What happens when the bug occurs? I get an error message. Failed download. A lot of zeros followed by an 8. Before the game can even launch. (If I try the games already started. If I try a new game, I am allowed to put family characters together. But if I try to proceed (click this check mark to start game) it gets stuck in a "buffering... buffering... buffering" loop and won't continue. When I escape, or Control-Alt-Delete out of this, I get an Error Message 22. ,,,,, I can't say what trouble I am having with the game, or how I would fix that, because I can't even get in. ...I played normally for several days, with little trouble, before this happened. ..... I just got a message saying "To install, BlueStacks requires WIndws Administarator privilege. Would oyou like to grant it to continue the installation? (I did not click on BlueStacks specifically. I wa I already have it installed, and I was trying to open Sims 4 to get a screen shot of the issue I am having.
What do you expect to see? I expect to be able to get into the game. To download updates as needed. Then I expect to be able to play it, as before, without undue glitches. I would prefer to be able to use Gallery content (at least, "base game only" - some of it may not have been, I admit) without problems.,,,I ONLY have base game, with the exception of some Gallery content (avatar characters) and possibly one attempted lot installation.
