Can't get higher than 26 FPS Sims 4 PC

Hi Everyone. As the title suggests, I cannot get my PC to run the Sims 4 at over 26 FPS, which is incredibly unusual for my PC. For some reason, It is as if it's capped because, with more demanding games I get around 140-200fps, so I don't understand what the issue is. I was also getting an issue with the top half of my screen flickering black every 3 minutes or so. I have uninstalled and reinstalled my graphics drivers, I think this has fixed the black screen issue. I have messed around with putting fps settings up and down and restarting my pc and game etc. I did manage to get it to run at extremely high frames during one boot-up of the game earlier tonight, but after I closed and reopened it went back to normal ☹️ Anything helps, thanks!   • @bowserhh  If you happen to be playing Sims 4 with the EA App in offline mode, try disabling Online Social Features, under Options > Game Options > Other.  It's probably worth trying even if you don't use offline mode in case the App is not working properly.

    If that doesn't help, please run a dxdiag and attach it to a post.

    Please also let me know whether playing with your computer offline, and with Online Social Features disabled, makes any difference.  Even if you don't want to play like this going forward, and you probably don't, it's a useful test.
