Do you have any mods or custom content (CC) in your game? Could you test without?
You can just move the folder to a location outside the Electronic Arts folder.
If the game works without your CC and mods in, your issue is probably caused by a broken mod or CC.

This update, updated the coding for mods so most mods need updating.
If it still doesn't work I suggest taking out half of your mods and CC and testing the game. Then keep splitting until you find all that is broken.
Either update or remove the broken CC/mods.

I have added some houses/households from other players from the in-game Gallery but haven't knowingly downloaded any cc or mods. Could I have added cc/mods from downloading from the gallery?
If there were any cc or mods would they all be stored only in the 'Mods' folder?

Houses and households from the Gallery do not contain CC - so your game is clean.
Try fix game in Origin,
Origin/ Library - right click on TS4 option "repair game"

Also, I've just removed the mods folder from the Electronic Arts folder but still have the same issue. The goal is not being completed after my sim finishes in the chair and I can't progress ☹️
