CAS: can't set both father and mother from existing sim

What expansions, game packs, and stuff packs do you have installed? Spa Day, Get Together, City Living, Cats and Dogs
Steps: How can we find the bug ourselves? Go into CAS from an existing sim, add a mother to the family, then attempt to add a father.
What happens when the bug occurs? Once a new parent is added, the parent that was originally added becomes 'roomate'. So for example, I have mother already added to the sim, but when I add a father, using either the genetics option or simply adding it in relationships, it resets the mother's relationship back to 'roomate'.
What do you expect to see? When adding another parent, the relationship should stay the same.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.

The bug first occured with two teen Sims that were originally sisters but I decided to make cousins. I tried to add a mother and father to one sim - but this bug occured. I reset their relationship by saving one sim to the gallery then deleting the original - with no luck. Even with the second sim not in the household it occurs. Ever since, I have encountered this bug with every single household. I first encountered it with CC on the household but it keeps occuring since removing it.
