Cats & Dogs disk download help

Bought a disk copy of C&D off ebay and was expecting the code not to work so intended to install it with the disk itself. The file from the disk is saying that I do not have the base game installed, ...

    EvrythngWasTaken​  Sims 4 content for PC/Mac can't be installed via disc at all.  And even if it could, you'd still need a valid code for the EA App to recognize your right to run the content.  Steam doesn't support discs or their codes, but if you did have a valid code registered within the EA App, you could download the associated content into your Steam install.  But that's moot at this point.

    So yes, you should try to get a refund for your purchase.  If you wait a week or so, most or all Sims 4 DLC should be on sale for the winter holidays.  While it's probably not going to be as cheap as the disc you bought, 50-60% off is substantial.
