Sims that should be married are not

Playing base game only, with just a couple of small tuning mods.  Sims that ought to be married according to game lore are not married.=.  This includes Bella and Mortimer Goth, Bob and Eliza Pancakes, and Geoffrey and Nancy Landgraab.   Additionally, I cannot start sims as a married couple in create-a-sim either.  This is a brand new save.
