Changes to Aspect Ratio for Sims 4 causing White/Black Screen and crashes EA App
I've been using Windowed Fullscreen since the game was having problems switching to Windows (DX11 version of Sims) with the Windows key, so when I saw that it should be fixed in the recent patch notes, I switched back to Fullscreen.
The problem with Windowed Fullscreen is the Aspect Ratio is greyed out, stuck on the maximum aspect ratio, that makes it harder for me to read the text (3840X2160). Fullscreen has all the options for aspect ratio, so being able to switch back to it was better for me. Unfortunately, changing the aspect ratio causes the crashes that was associated with switching to Windows in the DX11 version of the game.
Whether it's a white screen, a black screen, or the EA App Crashing (clicking on the EA App button doesn't work, it's invisible except for outline of the EA App screen) when trying to exit the game.
I tried to switch back to Windowed Fullscreen, the aspect ratio I had switched it to while in Fullscreen stayed in the greyed out Aspect screen for the Windowed Fullscreen. But the problems that the Fullscreen had continued on in the Windowed Fullscreen with the new Aspect ratio.
Please get the aspect ratios fixed for the DX11 version of Sims 4.

@NovaPaladin Your new dxdiag lists a pile of new video driver timeouts, so please do a clean uninstall of the driver with Display Driver Uninstaller. I realize you did something of a clean install already, but if you didn't use DDU, then the process wasn't thorough enough to trust completely, especially with these new errors. Here's how to use DDU:
If this doesn't help, or you already tried it, please set your DPI scaling to 96 (100%). This will make everything on-screen look much smaller, of course, but it's worth testing just in case Sims 4 is struggling with the combination of 4k resolution and high DPI. It's been known to respond badly to some DPI scalings in the past. Here's how:
