Chat function is bugged for child sims

Steps: How can we find the bug ourselves? With a child sim selected, click on a PC, select 'socialize'>>'chat with'. Then select a sim for the child to chat with. NOTE: [Please note that this issue does NOT occur with young adult/adult/elder sims. Only child sims are affected.]
What happens when the bug occurs? When the child selects someone to chat with on the PC, instead of chatting with that sim, they 'chat in kids chatroom' instead. NOTE: [Please note that this issue does NOT occur with young adult/adult/elder sims. Only child sims are affected.]
What do you expect to see? I expect for the child sim to chat with the selected sim on the PC, and for their relationship to increase appropriately.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.

Tested this just now with child.
Under the "Chat with ..." option there was a selection of children and older Sims.
I tested by choosing a child then a second chat with an older Sim.
It does appear they are chatting with the selected Sim.Both times the action was displayed as "Chat in Kids Chatroom".
This might be 'by design' to keep the kiddies safe.
