Cheat bar worked until reloaded game

I was playing yesterday and then had to shut down to do something else. I clicked save and exit like normal but when I got back into the game later, it wont let me open the cheat bar. I have seasons, and cats & dogs expansions. I've tried to reload and restart many times. Also checked the forum to see the other solutions to these and they are older and still didnt work. I have nothing running in the back ground. Nothing is different from when they were working.
