@crystalrainlove The fact that DISM won't run is definitely a bad sign. But before you pay anyone else to fix it for you, you can try a repair install instead:

The method that uses an ISO file (step 4) doesn't require a USB or any other install medium. While this doesn't create a completely clean Windows install—some drivers and other basic software are retained—it's the next-best option, and you wouldn't need to pay anything.
Been fiddling around with the computer , following so many suggestions from so many that I don't even recall what all I've done but got that to finally run and got:
Error: 0x800f081f
The source files could not be found.
Use the "Source" option to specify the location of the files that are required to restore the feature. For more information on specifying a source location, see https://go.microsoft.com/fwlink/?LinkId=243077.
The DISM log file can be found at C:\WINDOWS\Logs\DISM\dism.log
PS C:\WINDOWS\system32>
So... ugh. So frustrating.

@crystalrainlove Have you tried the repair install yet? It should address any DISM errors as well as a number of other issues.

So... blew it out with an air compressor and it worked.
