CayCat33 I've merged your post with another thread about this error. The two previous posters didn't get back to me on whether my suggestions helped, and you didn't mention repairing through Steam, so please try that.
If it doesn't help, try doing a clean uninstall and reinstall of Sims 4, as described here:

While you're at it, create a new Steam library if you can (I believe it has to be on a different drive). Or if Sims 4 is your only Steam game, you can get rid of the existing Steam library and create a new one on the same drive... I think. I've never tried it myself, but let me know if you get stuck with this step.
I have tried everything like genuinely everything it’s 5am and I have been doing this since 5pm and nothing has worked (like I did the file cache and integrity stuff, I also unchecked the run for like everything that I could do, deleted all my antiviruses off my computer, cmd twice already, and I have been continuously turning off any running background apps, and I’ve resets my internet) I have no clue what to do at this point im thinking of just like resetting my entire pc as a whole like making it brand new I have no idea what to do my last resort is going to be deleting steam and then deleting any .lock files but I have a feeling it’s not gonna work should I just like try and go to best buy or something idk

I've been playing sims and have had the same error pop up when trying to launch anything. for this update i've removed all my mods and i've been buying dlc from the spring sale one item that had me facing trouble specifically is the snowy escape file ive bought it on EA and steam but still hasn't loaded up or even let me download it , one issue keeps happening while trying to launch the game, and it is a error of locked content, does anyone have anything similar going on or any advice on what to do ?
MusicCityDawg85 Try repairing the game in Steam instead. Right-click the Sims 4 tile and select Properties > Installed Files > Verify integrity of game files.
If that doesn't help, close Steam and the EA App and kill anything related to either app in the Task Manager's background processes list. Then delete the SP77 folder listed in the error message and try again to repair in Steam.
