"Content file locked"

So I've recently changed over from laptop to desktop and since reinstalling Sims 4 and launching it only installs half the docs I own .. I've tried uninstalling from steam and just launching from EA but then it doesn't even find my dlcs connected from my steam.. I have tried maybe 7 times now different ways I can think of but is there a way I can transfer my dlcs from my steam file to my EA file... My EA ACC is linked to my steam and I never had this problem when I played on my laptop.
