Control Panel disappeared

Whenever i come out of build mode or when i travel somewhere, the control panel disappears. I also can't go to the gallery, I can't save the game or exit the game or anything because none of the buttons work. I click on them and nothing happens… This glitch happened out of nowhere, I literally didn't do anything.

I removed all of my mods and it didn't help. I also tried going to Origin and repairing the game but it didn't work either. Please help??
