Sunflowerrrss14 Try switching back to DirectX 11 mode. Since you removed your user folder, the in-game option to switch to DX9 mode shouldn't be active anymore, that is unless you put back your Options.ini file, or something like OneDrive redownloaded your old file for you. Please see whether you have any old saves in the new Sims 4 folder, just to make sure—if saves are there, other files may be too.
The other reason you could be running the game in DX9 mode is if you've set the option within the EA App, under Sims 4 > Manage > View properties. If you see -dx9 in the command line box, remove it.
