Nothing is eternal and this applies to CC also - especially after the patch.
Move the mods folder to the desktop. Delete localthumbcache.package file in the game folder and fix the game in Origin.
Origin/Library -right click on TS4 - option "Repair game"
Check if CAS is working now.
Turn on the game to create a new mods folder. Then copy from desktop your CC and paste it in the new mods folder every time checking if the game is OK.

Unfortunately, it seems the problem is still persisting and the stuttering is definitely there to stay...at least for now. Until it's fixed, I'll just have to do deal with this. Hopefully, someone else can try a go at this issue. Thank you so much for taking the time to help me, though, I really do appreciate it.♥

It was only the first easy attempt. Now we will try something else. You will lose nothing.
Step 1. Rename this The Sims4 folder to "The Sims4 old" /Right click on the game folder - option "rename"
Step 2. Turn on the game - new game folder will be created and you will have two - one old, one new
Step.3. Take random sim and start a new game. Check if you still have this problem with CAS in the newly created game folder
If the problem disappeared
Step 4. Delete in the new game folder following folders:
"saves" mods and Tray
Step 5. Go to "The Sims 4 old" folder and copy your "saves " folder.
Step 6. Paste this folder to newly created game folder.
Step 7. Do the same with Tray folder and mods folder
Step 8. Turn on the game, go to your save/CAS and check if all is OK now
Step 9. If all is OK - delete The Sims4 old folder. Now you will have only one game folder which is working properly.
