In game, there is a feature where if you hold down shift, your camera goes faster. check if your shift key is stuck? if not it could be something about your computer itself. I can go into further description if you don't understand, but I doubt it is an in game issue. and if you solve the problem, in the future keep you computer/laptop safer. I recommend a keyboard cover or laptop bag.

What expansions, game packs, and stuff packs do you have installed? Vampires, City living, Dine out, Vintage Glamour, Realm of Magic, Holiday Celebration, Discover University
Steps: How can we find the bug ourselves? Just go in game and try to rotate.
What happens when the bug occurs? When you try to rotate, the game starts spinning very fast.
What do you expect to see? It should rotate to the sides smoothly and not as fast.
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.
