Which client functionality are you experiencing this bug with? Launch Game

Summarize your bug I can't seem to launch the Sims 4 no matter what I do. (ex. Reset app, Reset caeche, Repairing the app. Removing CC/Mods)
How often does the bug occur? Rarely (0% - 9%)
Steps: How can we find the bug ourselves? Maybe see if it's the game itself or my files?
What happens when the bug occurs? The game updates saying that I played today but I haven't.
What do you expect to see? The EA app opens multiple times and closes quickly.
Whenever I open or try to launch the sims my EA app flickers and closes but nothing happens. After that, the EA app opens to the home screen. I've read other problems similar to mine but it doesn't work. I removed all my recent Mods and CCs but it didn't fix itself. I play on Windows which is something like a PC and it just started happening! please help! Plus, when I go to the EA app and try to launch it it says that "%GameName% is already opened. It's a good one." Or something on the lines of that. Once again, Please help!

@52yi0cuz2ead As a test, please try playing in a clean user folder. Move the entire Sims 4 folder out of Documents > Electronic Arts and onto your desktop; if it copies instead of moving, or you get an error when trying to move it, stop here and let me know.
Otherwise, when you launch the game, if it launches, a clean folder will spawn with no content. (Your saves and other content will be intact in the folder you moved but temporarily not read by the game.) Don't add anything to the new folder yet; just let me know whether you can get far enough to start a new save and play in live mode for a bit.
If that doesn't help, please run a dxdiag and attach it to a post.

Luckily, when I revomed the sims 4 folders, no errors accrued, however, it did create an additional folder in downloads. I don't know if it's supposed to do that but I will leave it until further instructions. I did launch the Sims 4 as a test run and played with live mode for a good three or four minutes to see if anything was corrupted, but everything is going well! I'm wondering if having Reshade is a problem and if I should move my other mods and CCs to this new folder. I won't touch anything, so let me know if I should take any other steps before editing this new Sims 4 folder. Thanks a lot for helping by the way!

@52yi0cuz2ead I'm not sure why an additional folder was created. If you're not sure why either, or whether you can delete it, please post a screenshot of its contents.
Since the game works with a clean folder in place, that means the problem was something in your old folder. Reshade sits in the game's program files, so that's not going to be the cause unless you removed the Sims 4 folder that contains program files instead of the one with saves and other user data.
This would also be relevant if you installed Sims 4 into Documents > Electronic Arts, as in, that's where the EA App put the data it downloaded. Hopefully that's not the case, but please let me know if it is so we can address it. If you're not sure, open the App game library, click Sims 4, select Manage > View properties, and you'll see the location there:
Pretty much any location that's not in Documents is fine, but feel free to list t if you want me to check.
Any issue with the install location should be fixed before moving on. But as long as it's not a problem, yes, you can start moving your mods and custom content to the new Sims 4 folder. Please do so in batches, testing each time; or use the 50/50 method to make the process more efficient:

Keep in mind that you may have more than one problem file; just because you found one that stops the game from loading doesn't mean the rest are fine. Once you've sorted through your mods and cc, you can add back your saves and Tray files and pick up where you left off.
