SOLVED! I DID IT! here's what i did:
so i saw someone say if it worked on the local user, it could be a permissions issue. so i did some googling and found a command to put into the command prompt. it was:
reg query "HKCU\Software\Microsoft\Windows\CurrentVersion\Explorer\Shell Folders" /v "Personal"
then it told me the location of my documents, it looks weird because my pc is just weird, but it was:
R:\RDRIVE DOCUMENTS
then i used this command:
takeown /F "C:\Users\username\Documents"
but replaced the end part so it was
takeown /F "R:\RDRIVE DOCUMENTS"
this didn't work. it said ERROR: The current logged on user does not have ownership privileges on the file (or folder) "R:\RDRIVE DOCUMENTS".
so i was like hmm. wdym i don't have permissions??? it's my pc?? so i went to my documents folder, went to properties > sharing > share... then i clicked the little arrow, clicked everyone, set the permissions to read/write and clicked share. after that, i launched and it worked! no idea why it was like this, and it took me 7 hours to work this out and all my saves are gone but thats from the me-deleting-all-my-files problem. so yay! time to go get all my CC and mods back

yesterday i accidentally deleted my whole documents folder and spent the whole day trying to recover my game files and stuff but it didnt work SO i had to uninstall and reinstall everything. i reinstalled EA app and the sims 4 but when i try to launch, i get:
Unable to start:
The Sims 4 is already running!
[ed35e0ea:29f00e76:00000000: 18a1dd51]
the fixes i've tried are:
1. uninstalling EA and sims4, deleting all folders and then reinstalling
2. changing the default install from C drive to R drive (my gaming drive) because EA app is stupid and doesnt just easily let me pick a different drive
3. allowing controlled folder access
4. allowing access through firewall
5. restarting pc multiple times
6. making a local user and trying to launch through that (it launched but then crashed bc of windows defender but for some reason i cant use the search bar on that user to search for windows defender to allow it through)
7. i dont have onedrive, never have, never will. it's not on my pc at all. also im on windows 10
8. updated my driver on nvidia
9. moving the sims4 folder so the game generates a new one
i created my own Program Files and Program Files (x86) folders in my R drive. my EA app path is:
R:\Program Files\Electronic Arts\EA Desktop\EA Desktop
my sims 4 path is:
R:\Program Files\EA Games\The Sims 4\Game\Bin
wtf do i do? incase its important, i only have ts4_x64.exe, not just the plain ts4.exe. ive been playing for years and never had this problem up until i had to reinstall everything yesterday. i would think with a clean install and fresh folders there would be less issues than when i had all my mods and CC? thanks in advance
update: i reinstalled EA app back onto my C drive since it's the default, just incase. still doesnt work, but it's there now. so the path is now:
C:\Program Files\Electronic Arts\EA Desktop\EA Desktop
