Move the entire Sims 4 folder out of Documents > Electronic Arts and onto your desktop. When you launch the game, if it launches, a clean folder will spawn with no content. (Your saves and other content will be intact in the folder you've moved but temporarily unread by the game.) Don't add anything to the new folder yet; just start a new save and see how it runs.
Please also check your antivirus for recent actions involving Sims 4 or the EA App. If necessary, set exceptions for TS4_x64, TS4_DX9_x64, and TS4_Launcher_x64, or the entire Bin folder they're in, plus EADesktop.exe as well.
When testing, restart your computer each time you get the "failed to launch game" error, or at least before you try to play again.
If you still can't play, please provide a dxdiag. Click Windows key-R, enter dxdiag in the run box, wait for the scan to finish, click "Save all information," and save the file to your desktop. From there, you can attach it to a reply using the paper clip (Attachment) icon included with the other formatting buttons.
Mawmaw_Shark The error code you're seeing sounds like a Sims Delivery error that sometimes happens when there's no SDX update but the game can't check. That, in turn, can be antivirus-related. But even if it's not, you can get around it by opening the game in offline mode, then disabling SDX updates entirely within the game options. You should be able to play online again without seeing this error.
