I've had this issue for over a month
I have NEVER downloaded mods and/or CC for sims 4 on this PC. I have reinstalled the EA app, sims 4, tried launching/installing through steam and epic games as well more than twice each.
I have cleared EA cashe, repaired the game, and just about everything else I can find online to attempt fixing it. When attempting to move/delete any files, I get a pop-up which is in the 2nd image attached to the post.
Does anybody have any other ideas on what I could do to fix it?

For the error in your second screenshot, pause OneDrive syncing, which you can do by right-clicking the cloud icon in the lower-right corner of the screen.
