Just create them.
Open your resource.cfg file with notepad and make sure it looks like this:
Priority 500
PackedFile *.package
PackedFile */*.package
PackedFile */*/*.package
PackedFile */*/*/*.package
PackedFile */*/*/*/*.package
PackedFile */*/*/*/*/*.package

I own the sims 4, and I have custom content, about 700 items in the mods folder. I also have the resource.cpg file. I went into the game and I enabled cc and scrip mods, but all of the cc is gone, and I don't know what to do because I love my custom content.

Todays patch means a lot of broken Mods and CC. Check for updates.

I have a problem, the cc doesn't appear. I tried to edit the resource, eliminate all the subfolders, check if they are from the sims 4, but nothing. My mods that do not work are hairs that do not appear on the game, or they appear with a question mark in the head of my character (In the image, there are mods that work in the subfolders) Help! (Sorry 4 my english, i'm from Argentina..)
I don't have a mods folder.

It is generated the first time you run the game.

You have to look for updates to those that do not work.
