EA sims4 won't open, steam sims4 doesn't include my owned dlcs

I'm sorry if this has been answered, I've looked around for hours.
When Sims 4 became free it was taken down on my EA app. When I tried to open it it told me to download it on steam instead. I did, but now all my packs are gone. I own almost everything but steam says I don't. I've tried to repair it, verify it, restart my computor, restart all the apps, I downloaded origin, I followed instructions to similar issues from this site. Nothing works. 
I looked up the different game folders from EA and steam but I have no idea what to do or how to merge them, if that's a solution. 

I had a similar issue last summer and all it took was to repair the game in the EA app, but now I can't since the EA app says I can't open the game. When I try to open through origin it goes straight to steam. Steam wants me to buy the packs to open my saved games. I'm going crazy.

    @jenipenimmx  When you sign into Origin or the EA App, do your packs show as owned?  If not, you may be in the wrong account, as in, not the one that purchased the packs.  Please check any other email addresses you have for receipts or other email from EA, or just input the address in the sign-in window and click "Forgot your password?"  If the address is attached to an account, you'll receive a password recovery email.

    Please also let me know whether you have one or two Sims 4 icons in your game library.

    If you bought your packs from Origin, Steam wouldn't know anything about that, which is why it's prompting you to buy the packs again.
