A restoration takes your computer back to a certain point in time in which it made a "save" of its state. If at that time you didn't have the game installed, it's enitrely possible they have disappeared altogether.
I'm afraid you'll have to download your mods anew. 🙂

I have the digital deluxe version would that have anything to do with it ? And should I reinstall the game and origin ?

No, that doesn't help.
As @EA_Francois said, if you restored your computer, the save games are probably gone.
The folder will recreate once you start the game for the first time but that doesn't make your stuff reappear.
Unless you have a backup somewhere, starting over and redownloading is what you need to do.

As @crinrict said, all mods are saved locally and not uploaded to our servers (like saves in some of our other games, for instance), so yours was really the only copy. 🙂 - Anonymous8 years agoI’m not worried about the Mods I’m concerned of the Actual File not appearing in my Documents Folder - The File that contains the existence of the Game once downloaded ? How do I get the EA Folder ?
Have you checked to make sure you've tried playing the game first, so it will make a new Sims 4 folder?
How to do this - Log into Origin with your username and password you used to purchase or register the game with, go to your Games Library and click on Sims 4 to play. Exit the game, and go to: C:\Users\Username\Documents\Electronic Arts\The Sims 4 to see if you now have your Electronic Arts folder.
If not, you may need to search your computer by clicking the Start button and search for Sims 4.
If you have OneDrive installed and activated, you may want to un-sync it, as it and the Sims games don't work well together and will mess things up.

I deleted sims 4 then the files that went with it. when I downloaded it again, it does not have the mods folders or anything like that. so I don't know what to do. and when I try to play the game it says it can't start due to missing data.

Rightclick the Sims 4 in Origin and select Repair.
I did that nothing changed
