I keep getting this error when ever a sim invites mine out to dinner (I have Dine Out), if I keep trying to load into the restaurant I eventually get there but there's no employees or sims there. Can...

If you removed yours all CC - to be sure, please - move your mods folder to the desktop. Unfortunately even CC can cause such a problem.
Delete localthumbcache.package file in the game folder - important!
Fix the game in Origin.
Origin/Library -right click on TS4 - option "Repair game"
You have to wait until Origin will fix all packs, not only the base game.
Turn on the game to create a new, empty mods folder. Check if a game is working properly now.
If it will not work then we'll try another method later
