Ok, reinstall and now the error is back:

I'm not exactly sure what means what but I merged your post with the main thread on this error code.
Could you try reinstalling all VC++ redistributables or repair them.

I did do that, but it was very early on. On several of the origin/sims4 reinstalls, I went ahead and removed the vc runtimes as well, and let the reinstaller put them back on.
But I will remove them, run ccleaner, reboot, reinstall, and try again.
Another symptom I get is that when Origin is busy doing anything, like installing (a ton of addons) or repairing the game, it runs the CPU at 100% and grinds to a halt. It is an underpowered machine, but it kills it.

Ok, 2010, 2013, and 2015-2019 runtimes (x86+x64) removed and re-installed.
Same error.

I've now tried removing all vc++ and replacing with the all-in-one (that resulted in a different VC error, which I had no luck with).
Removed all of the packages the all in one installed, and replaced with the 2010, 2013, and 2015-2019 versions again. Same error
Removed the documents/ea/the sims 4 folder. Same error.
I am pretty sure I've tried every known fix in this thread as well now.

- 4 years ago@crinrict Well I'm going to try a rebuild. It was an essentially fresh build, but I had done a windows reinstall, rather that formatting the hard drive.
This time I formatted the drive and started fresh. Will install again once the system has all its drivers and updates installed.
