Error: Game's Setup. Please reinstall

I tired to play Sims 4 but every time I try to launch the game from Steam it gives the following error: "There is a problem with your game's setup. Please reinstall your game." I tried reinstalling and that didn't work and I also tired using the ~dx9 thing but that didn't work either. If someone know how to fix this please help. Here is my DxDiag
