trippie2004 It's certainly not a common issue, although you're not the only one either. To be thorough, please repair the game to restore the original GraphicsRules.sgr, or if you edited a copy of it and put that copy in ConfigOverride, please remove it. As a side note, this is the better way to go—the copy in ConfigOverride doesn't get overwritten with a patch, and you can remove it for testing purposes whenever you want rather than needing to repair and redo the edits.
Please also remove your Mods folder and anything you've placed in the game's program files. I'm not saying you can't use this content, only that it's important to see how the game behaves in a vanilla state before doing any other troubleshooting.
If the vanilla game has the same problem, please switch from DirectX 11 mode to DX9 mode, or vice versa, to see whether it helps. Here's how:

If that doesn't make a difference either, please let me know which graphics settings help, if any. Here again, I'm not saying you need to play on low settings, only that knowing that setting a certain graphics option to low fixes the issue would help with the overall troubleshooting.
