maeecalled All of the settings you can access from within Sims 4 are stored in Options.ini, in Documents > Electronic Arts > The Sims 4. This file wouldn't get deleted or refreshed when you reinstall the game, so try removing it now if you haven't already. I thought you might have done so before because you said you reset your game, but I wanted to make sure.
Separately, do you only have a laptop, and if so, does it have a touchscreen or support pen or stylus input?
And rereading your original post, does this only happen when you've enabled a cheat, or does it happen all the time? You can hold the alt key for free placement without a cheat, so that's a good test.
