Mzlil_Bubbles Have you tried removing your entire Mods folder and deleting localthumbcache.package? If not, please do so now. You don't need to save your progress; this is just for testing.
If that doesn't help, please let me know whether Build mode is broken only on one lot, or in all lots in one neighborhood or one save, or in all saves. Test other lots and another save if you haven't already.
