airhead92093 The python37_x64.dll errors in your dxdiag point to an issue that's common on high-end Intel processors that the motherboard may overclock by default. It's usually simple to solve on a desktop, but the BIOS for most laptop motherboards don't have the same options. Still, you could boot into BIOS and see whether there's a CPU Turbo Boost setting under Advanced that you could disable.
Aside from that, it might help to run the game only on the processor's performance cores. You can choose which cores a given process is allowed to use in the Task Manager's Details tab. Right-click TS4_x64.exe and select Set affinity, then select the cores you want the game to use. Your CPU has eight P cores, likely options 0 to 7, and sixteen E cores.
You can experiment with different core configurations as well if you want. Four cores is more than enough for the game, and in fact before DirectX 11 mode was introduced, it could only use four cores at all.
