@HobbitForHire Try running Sims 4 and Origin as an admin: right-click on Origin.exe and TS4_x64.exe, or their shortcuts, and select "Run as administrator."
If that doesn't help, try disabling your antivirus, at least long enough to test. It's often not enough to simply add exceptions these days, although you can fiddle with the antivirus's settings if disabling it does in fact help.
If that doesn't make a difference, or you don't have a third-party antivirus installed, please disable Controlled Folder Access or set exceptions for Origin.exe, TS4_x64.exe, and TS4.exe:
